1) The size of the hard candy layer.
2) The size of the Tootsie Roll center.
3) The size of the person's tongue.
4) The rate one produces saliva.
5) How hard one licks.
Among other things. In fact, a cow would have a much thicker, longer, and more moist tongue than an owl so it would take much fewer licks for a cow to lick through a Tootsie Pop than an owl if they both could.
